Helper app rules?

I can't see to find helper application requirements (age, stuff like that, ect) anywhere, can someone either write it down or direct me too it?

as far as I know the only requirement is that you have to be 13 years of age or above.

of course if you're a higher rank and have more experience you are more likely to be accepted, however there are no set requirements on rank.
